【情報提供53】速報!パス問題についてのアフリカNGO抗議+パス2枚追加 |

アフリカに注目されているメディア関係者の皆さま
皆さん、今JICA横浜にて、アフリカ・国際・日本NGOの調整会議が朝から続いております。
10時~10時半には、外務省からパスの説明があり、以下の通りアフリカ・国際NGOからの強い抗議がありました。
先ほど、外務省からパスが全体会議について2枚追加された旨、連絡がありました。
しかし、アフリカ・国際NGOの以下のコメントの要求とは大きくかけ離れたままです。
この点については、今朝のやりとりをご一読ください。
このメールでは、今朝のアフリカ・国際NGOと外務省のやりとりをメールします。

■Mr.Gustave ASSAH (Civic Commission for Africa, Benin)
Thank you so much for all the efforts to try to make successful TICAD.
We, however, must share our dissapointment. We are officially invited,
and camed all the way to Japan in order to participate in TICAD. I would
like to see all of us to be able to participate fully.
■Mr. Rotimi SANKORE (Africa Public Health Rights Alliance, Nigeria)
African Civil Society came all the way Japan to participate in TICAD atthe
invitation of MOFA.
For the invitation to be meaningful we need to participate in all events.
Giving all African Civil Society only 3
passes means we can only participate in a few events.
There should have been 54 passes for Civil Society specialising ondifferent
issues in different countries. It is not helpful to give each African country
government at least 5 passes but not be able to allocateat least one of
those 5 to Civil Society.
The Japanese government may be promomoting a message to Africangovernments
that African Civil Society is not important and this willhave a negative
impact on good governance and achivement of the MDGs and this may undermine
the efforts of the Japanese government on African
development.
■Ms. Lucy CHESIRE (Kenya AIDS NGO Consortium, Kenya):
We appreciate the governement of Japan for the invitation,but thier lack
of recognition to realise CSO as a critical patner is rather absurd.
This is a true sign of violation of the very rights of the people they
claim to reach out to through peoples TICAD.
10 side events is not the purpose of our visit to Yokohama, we came on
the Japanese government's invitation to attend TICAD and not side events.
I wonder who TICAD is planning to reach out to, if they can limit the participation
of African NGOs when discussing African development,and thus I am very
concerned and dissapointed.
■Ms. Susan Gumisayi MBAYA (World Vision International, Kenya):
Thank you to the Japanese government for this occasion.
In some African contexts up to 45 % of social services are delivered by
NGOs. Clearly we have moved from the days when the participation of civil
society could been seen as being optional. Today, civil society is a critical
partner in the development of Africa. As such, civil society and its participation
should be viewed as being critical to the TICAD process.
It is important that civil society actor who are here at the invitation
of the Japanese government are able to participate fully in ALL aspects
of the TICAD. We did not come here to look at the beautiful buildings of
Yokohama or to stand in the corridors while strategic conversations are
being held in conference rooms. We are here to contribute to what we see
as being a critical process in th future of our continent and our people.
As such, we strongly urge the organisers of the TICAD IV to reconsider
the issue of the passes and to demonstrate their commitment to a people
centred development by facilitating the meaningful participation of civil
society in this process.
We are not to stand at the corridors. It is not just. TICAD could not say
people centered. Incerase number. Every single session organised . Access
to all.
■Mr. Alexander PHIRI (The Southern Africa Federation of the Disabled, Zimbabwe):
When my colleagues are stand in the corridors, I will be sitting in the
corridors.The issue of Access Pass, just giving us 3 passes, shows lack
of seriousness of partnership with civil society.
If we were watching TICAD IV on the monitor screen, I wanted to stay at
home, watching TICAD IV on TV, watching our leaders on TV. It could have
been much better to stay at home, not making all the efforts to try to
come all the way here. I was really dissapointed with the attitude of the
government of Japan. They are not taking civil society seriously.
Did the Japanese government do this in collaboration with the African governments
to deny us the opportunity to participate? It is not about number of access
pass, but it is a matter of ownership. The African people are owner of
African Development, and the African civil society should be given full
opportunity to access the plenary so as breakout sessions.
■MoFA:
I know the importance of NGOs because I work in the bereau of NGOs. I find
it very difficult. I have been pushing to increase number of passes. 2500
guests are coming. Donors African governments, each African gov. delegation
was given 5 passes. 7-8 ministers, but they cannot enter the venue. In
this situation, the secretariat are watching the monitor. I did do my best
to do the negociation. I can convey your messages to the organisers. I
think if we continue discussion. Your presence is very important/
■Ms. Abani Paul CHARLES (Oxfam Great Britain, UK):
Thanks for your explanation. We are not on the same level of representation
with governments. Each government has 5 passes - together we only have
three! What the signal you are sending in the TICAD process and post-TICAD
process. What is your message?
It would appear that Japan does not recognise the role and importance of
civil society and we are worried that this is not good for the credibility
of the TICAD process nor in line with good governance -
which TICAD is trying to promote. How are these decisions made and how
can we get this message to those making the decision - why is civil society
being unequally squeezed out of the dialogue?
■MoFA:
THis process is simbolic. This is long process. I shall convey your message.
THis is one of the important lessons, and we will discuss this isse in
the future.
■Ms. Rabia Abdelkrim CHIKH (ENDA-TM, Senegal)
We are not giving you head ache. If it is only 3, it is crazy to participate.
Situation of this explanation, could not be accepted. Japanese are famous
for super efficient.
We are not begging. We were invited, we are not asking your mercy. We are
asking our own rights. We are one of the Pillars of TICAD.
