■ What is White Paper?
 ■□ Toward TICAD Ⅳ in 2008, TCSF has published “TCSF Citizen’s White Paper” every year since 2005. We try to evaluate Japan’s policies to the African countries from the viewpoints of African civil society.

TCSF aims to improve Japan’s policy towards Africa and Japanese ODA to contribute to the betterment of the livelihoods of ordinary and poverty line people in Africa through delivering TCSF White Paper.

   “Evaluation by Civil Society on Japan’s Policy to the African Countries”
    - Overcoming of Poverty and Inequality -

Outline of the Presentation
The theme of the 1st issue of the White Paper is “Overcoming Poverty andInequity” which has been a key issue in African development. In this white paper, it describes trends in donor’s assistance, analysis of Japanese aid performance and evaluation from NGOs in Senegal and Kenya. On the basis of this information, TCSF members evaluated and made recommendation for aid policy towards Africa.
