■□ Objectives of Partnership Seminar WG

1. Objective
a. Share information about Japanese foreign aid with African civil society and build cooperative partnership for the future.
2. Results
a. African NGO/CSOs will understand the Japanese foreign aid system, and the access to aid will increase.
b. African NGO/CSOs will improve the way to reach to aid and aim for aid rooted in African society.
c. It will propose more accessible donors to African NGO/CSOs.
d. It will develop new donors in Japan.
3. Activities
a. Host seminars about Japanese foreign aid to African NGO/CSOs.
b. Discuss possible development aid donors at Partnership Seminar WG.

■□ Action Plan: Partnership Seminar Plan

| 2004-2005 |
Objective Gather and analyze voices from NGO, grass-roots
section experts, and embassies within a year to consider where we stand toward
success.
Activities Collect opinions by interview and survey;
test next year (2005); report and discuss results; and choose next model area.
Partnership Seminar in August 2005 in Mozambique (Plan to invite NGOs and
embassies in surrounding countries). 1. Survey for African NGOs 2.
Complete successful cases sample (What does it mean by "successful"? Information
from Foreign Ministry and embassies) Note: It is important to see if it is
successful from African NGO's perspective. Collect and analyze ideas from
JICA/NGOs. It is necessary to organize each set of ideas from JICA, embassies,
and NGOs. |
| 2005-2006 |
Objective Based on results and discussion from previous years,
implement Partnership Seminar in three or four countries in the following year.
Ask researchers who go to Africa every year to practice Seminar as well. Once a
prototype is set, we can practice it in each country. |
| 2006-2008 |
Objective In the last two years, continue till it popularizes.

TCSF, CRDA(Christian Relief and Development Association: NGO network in Ethiopia), Embassy of Japan in Ethiopia, and JICA Ethiopia Office co-oranised the Ethipia-Japan Partnership Seminar at CRDA Conference Hall in Addis Ababa, on 22nd of January, 2008.

in Ethiopia and Malawi (October 2006 and January 2007) issued in May, 2007 |
The Partnership-Seminar Working Group held workshops in Ethiopia (October 2006) and Malawi(January 2007), together with local NGOs, based on kind cooperation from JICA and Japanese Ministry of Foreign Affairs.

| ■□ TCSF held a civil society session on "TICAD Ministerial Conference on Environment and Energy for Sustainable Development" in Nairobi, Kenya, on 22nd & 23rd of March.
|
For the first time in the history of TICAD, civil society organisations held a side event during the TICAD Conference on Energy and Environment for Sustainable Development in March 2007. TCSF and African NGOs adopted a statement in this Civil Society Session.

Report"(August, 2005) |
The Partnership-Seminar Working Group focuses on building networks. It organizes seminars in various parts of Africa so that African NGOs and aid workers can exchange information on policies and assistance and discuss how to improve them.
The first seminar was held in Mozambique. August 3, 2005
