Working Groups ━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━ ■TCSF White Paper
Working Group■ The White Paper Working Group has been preparing the second
issue of the TCSF White Paper. African NGOs in Senegal, Mali, Ethiopia and
Malawi are conducting evaluation surveys on Japan's ODA in respective
countries. Their results will be a part of the white paper. Some Japanese
NGOs are also contributing to the white paper through reports based on
their experience in Africa. The Working Group organized a seminar in
August where a chief advisor of a JICA education project in Senegal
presented the project's experience in collaboration with civil societies
for school management.
■Partnership Seminar Working Group■ The
Partnership Seminar Working Group of TCSF organizes seminars in Africa with
local NGOs in order to seek sharing of information on Japanese foreign aid
with African civil society, and to build cooperative partnership. We will
hold seminars in Ethiopia and Malawi this year. The Ethiopia seminar will be
held on October 3rd in Addis Ababa and the date of Malawi seminar will be
postponed to January 9th, 2007 from October 6th,2006. Malawi seminar will use
a TV meeting system which connects Malawi and Tokyo.
■Alert Working
Group■ As the Alert Working Group has published the volume 5 of its
quarterly magazine "Africa Alert News", we are now preparing a The White

Stories ━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━ ■Establishment of International
Cooperation Bureau in MOFA■ Japan Ministry of Foreign Affairs (MOFA) has
established International Cooperation Bureau on August 1 which is built by
integration of Economic Cooperation Bureau and Minister’s Secretariat Global
Issue Department. The new Bureau has nine divisions such as ODA
Evaluation Division, Non-governmental Organization Cooperation Division,
and Country Assistance Planning Divisions. This is a part of ODA reform
to establish an efficient system constructed with the Oversea
Economic Assistance Conference as a strategist, MOFA as a planner, and new
Japan International Cooperation Agency (JICA) as an operator. Current
JICA and Japan Bank of International Cooperation (JBIC) will be merg ed
into the new JICA in 2008.
■Mr. Ito Visited Western African
Countries■ Mr. Shintaro Ito, Vice-Minister of Foreign Affairs, visited
western Africa, Senegal and Mauritania on 25 to 30 August. During his
stay in Senegal, he met with Mr. Macky Sall, Prime Minister and Vice Minister
of Foreign Affairs to confirm cooperation between Senegal and Japan in
various fields, and to exchange opinions on Japan's Permanent Seat of UN
Security Council. He also visited Japanese in Senegal who are sent through
Japan Overseas Cooperation Volunteers (JOCV), which is a project by JICA, to
share information how project is going, and viewed job training centers built
by Japan’s ODA. In Mauritania, Mr. Ito had meetings with a lot of senior
officers such as Mr. Ely Ould Mohamed Vall President, Mr. Sidi Mohamed Ould
Boubacar, Prime Minister, Minister of Foreign Affairs and Cooperation,
Minister of Economic and Development, and Minister of Energy and Oil. At
the meeting, with Mr. Vall and Mr. Boubacar, Mr. Ito explained the policy
of Japanese cooperation on democratization and development of oil
resource in Mauritania and exchanged opinions on bilateral broad
cooperation between Mauritania and Japan. He also visited elementary school,
fish market in Nouakchott, the capital of
Mauritania.
