Our English newsletter contains information about TCSF's Activities and
Japanese aid support toward Africa. We hope to strengthen our network

Civic Commission for Africa is established
----------------------------------------------------------------

“Civic Commission for Africa (C-CfA)” is a tool for bringing the voices
of African Civil Society to the international arena created in Japan,
towards 2008, in order to facilitate the advocacy efforts of the African
Civil Society vis-a-vis the international community.

After TCSF's communication with various organisations since 2006 and
careful review of applicants by the advisory committee, the Civic
Commission for Africa (C-CfA) has been established with 21 members.

* What is an "observer"?

We received applications from 32 organizations in 22 countries. When
there were more than 2 applicants from country-based organizations, we
requested the organizations to discuss and to reach a consensus on which
would represent the country. Most of those organizations talked to each
other, and chose 1 representative. However, there were 2 countries that
did not reach a consensus, so the Advisory Board chose 1 representative.

Also, there were 3 organizations from 3 different countries that did not
meet the criteria given before application.

In order to incorporate the enthusiasm of these organizations who could
not be commission members and not to close the channel with them, the
Advisory Board has decided to create an "Observer" status for the Civic
Commission for Africa.

The roles and responsibilities of the "observers" of Civic Commission
for Africa are:

- to monitor the activities of C-CfA;
- to provide advice to C-CfA when it creates the "Voice of African
Civil Society"
- to share information from C-CfA with NGOs of their civil society

between TCSF and African CSOs and among African CSOs. If your address
