TICAD IV・NGO Network(TNnet)
Prospectus

African people endeavour to solve problems of poverty and realize human development whilst struggling against many difficulties. It is seen from the recent economic growth and improvement of social indices, that environments that efforts of these people will bear fruit have been created, but there are still many problems which are left unsolved as is well known.

We are grateful that Japan will organise the forth Tokyo International Conference on African Development (TICAD IV) in times as such and we expect that Japan will encourage international societies to enhance efforts for aid on Africa as a host country of G8 summit in 2008. We also hope that TICAD IV will be the first step of a reformation of development policy on Africa. We believe that this reformation should be advanced based on three points as below.

1. Africa should have a true ownership at TICAD.
No joint-host organisations that represent governments and civil societies of Africa exist in the present framework of TICAD. We believe that this framework should be modified to the one where representativeness of Africa can be assured. Alongside the name of Japan government as a TICAD host, those of representatives of governments and civil societies of Africa should also take their places.

2. Civil societies should participate in TICAD.
African civil societies are equivalent stakeholders of development in Africa, while Japanese civil societies have actively worked together with African civil societies for African development. We believe that African civil societies should be added as a joint-host of TICAD. Also, civil societies of Africa and Japan should be admitted as equal stakeholders of development and should be accepted as official members rather than mere observers.

3. TICAD should be towards people.
TICADIV should be the place to achieve accountability to Japanese and African people regarding development policy on Africa. We believe that results and lessons of Japanese ODA to Africa should be revealed and public discussion about how ODA will be utilised in the future should be ensured.

Towards TICAD IV, based on problem consciousness as above, our Japanese NGOs establish “TICAD IV・NGO Network (TNnet)”, whilst promoting understanding of Africa in Japan and foster momentum of positive work for problems in Africa and hoping that voices of civil societies of Africa and Japan will be reflected in the process of TICAD.
