People's TICAD -TICAD which everyone can participate-
We really appreciate your continuous support for activities of TICAD IV/NGO Network to change TICAD process to be more people-centered.
Regrettably, however, official TICAD IV which will be held from 28th to 30th of May is still closed to the Japanese public, who have been more and more interested in Africa due to the increase of fascinating information on Africa brought about by TICAD. Believing this trend can be a momentum for further promoting exchanges between Africa and Japan, African and Japanese civil society are going to organize “People’s TICAD” where African people and Japanese citizens can candidly talk about the future of our relationship.
Organiser is TICAD IV NGO Network (TNnet), a network of 43 Japanese NGOs working in Africa.
Since TICAD is the high level conference that ordinary citizens have low chances to participate, we hold this “People’s TICAD” as an arena opener for them. We are very much grateful if we could have your honorable participation in the symposium.
*This symposium is the follow-up project of International Symposium “Re-thinking African Development from Point of View of Civil Society” in October 27th Sat. 2007 (Host: TNnet, Co-host: UNDP, Venue: United Nations University, Tokyo).

The power of the "Min" that moves Africa
〜Shifting the gear to TICAD in the new era〜
Situations surrounding African development are now changing drastically. Tremendous degree of economic growth can be seen in many African countries thanks to the rising prices of resources and other various efforts. This resulted in a growing request from around the world for setting up“forums”with African heads of states. At the same time, however, situations surrounding African citizens do not allow any optimism, as they are exposed to threats such as growing degree of negative impacts of abnormal climate, rising prices, of food, stagnation of decrease of poverty population, and violent clash triggered by elections, etc.
Having realised these situations of Africa and the world, over 100 African NGOs and Japanese NGO coalition “TICAD IV-NGO Network (TNnet)”created a set of recommendations in a form of “Voices 2008:Recommendations from African and Japanese Civil Society to TICAD IV”. In the first part of the session, based on this ”Voices”, clarified will be the challenges that Africa now face and active discussion will be made with TICAD co-organisers, African Union (AU), current and former presidents and incumbent ministers of African countries.
In the second part of the session, we shall focus on the rising importance of civil society as an actor of African development. This is a sign of the fact that people themselves are now beginning to play a role to change African development. For example, the case is well known that people living with HIV/AIDS stood up, have changed other people’s perspectives, changed policies on HIV/AIDS, contributed greatly to societies to impress and encourage people. Meanwhile, TICAD IV puts an emphasis on the cooperation between private and public sectors. We believe that “private” does not solely mean business enterprises, but should include foundations, individuals and social entrepreneurs around the world who undertake various innovative approaches to change actors, methods, and trends of African cooperation. We hold this session with a theme how TICAD should be changed under these circumstances of new innovations and trends, which will be concluded with a proposal for future TICAD.

TICAD IV/NGO Network organised the Public-Private Partnership Meeting on 7th of May, 2008. Its aim was to create the arena where various actors committing to Africa can get together, talk about the measures to promote the exchange between Japan and Africa and contribute to the Action Plan the TICAD IV finalises.
